Semi-formal means something between Business Casual and Formal wear. While, officially, "Evening Semi-formal" and "Daytime Semi-formal" may be only a step below full formal wear. In most situations, semi-formal, even for evening events, refer to dressed-up, party appropriate clothing for both men and women.
